The 2026 Bicyclist Safety Act (HB661) already sailed through the Virginia House of Delegates with a unanimous vote.

But it will not become law without your help.

We are halfway through the General Assembly session, and this is the moment to speak up in support.

HB661 is a safety-focused update that aligns Virginia law with national best practices. It improves safety while preserving right-of-way rules and maintaining protections for pedestrians and drivers.


What’s in the bill?

Safety Yield

Already legal in 11 states and DC, this commonsense update reduced bike crashes at stop-sign intersections in Delaware. It simply makes intersections work more safely for everyone.

Proceed on Walk Signal

Localities have tested it, proved it worked, and adopted it. Letting people biking move with the walk signal improves visibility and builds on proven pedestrian safety measures.

Riding Two Abreast

Riding side by side makes families and everyday riders more visible and encourages safer passing. The bill only allows riding two abreast on streets with speed limits of 35 mph or less.


The bill passed the House unanimously. Now it needs your help to pass the Senate.
